Abhijit,
It seems that it happens more often than one would realize. It is of course a matter of perspective and attitude. A person whose ego is inflated and view others as less than themselves and not connected then YES.

Talking down does not really apply to the actual height of a person but the superior attitude. It is used to belittle a person and make them feel as if they are most unimportant or stupid.
